Councillors consider that the development of this land is contrary to West Berkshire Development Plan and is contrary to the Parish Council's objective of maintaining the rural character of the community of East Garston, on the following grounds.
- The land is outside of the settlement boundary
- It is considered to be backfilling of a residential property and encroaching onto a rural environment
- The proposed property is directly adjacent to agricultural land on which livestock is kept.
- It would set a precedent contrary to the WBC site allocation plan which restricts sustainable development in East Garston to within the settlement boundary and/or brown field sites.
- There is concern over the future implications of shared access to the Sheiling and the proposed development.
- There is concern regarding the visual impact of this development on a rural site within the Area of Outstanding Natural Beauty

The Outcome was OBJECT for the following reasons.
The applicant appears to have exhibited a flagrant disregard for the terms of the original planning approval.
The Parish Council only approved the original application after receiving reassurances from the applicant regarding the (non) removal of trees and addressing the concerns of the owner of neighbouring property, Field End.
These matters were highlighted to WBC in the Parish Council's original response on 18//11/2016.
Both of these matters have been disregarded by the applicant.
Further, the variation request included in this application aggravates the concerns regarding the imposing nature of the extension.
Councillors are lay people in these matters but it is their opinion that plans submitted under this variation, still do not reflect what has actually been built to date ref. the building height and apparent dormer windows.
Councillors consider this to be a serious matter for planning enforcement , such that the building work should be constrained only to the originally approved plans.
Councillors are concerned that any lack of enforcement sets a serious precedent for unrestrained development to the detriment of the community.
